PackFileManager.exe, select Cancel on the very first prompt. - On the second prompt find the main R2TW installation folder, after selecting it click the OK button and skip the next prompt.
- Select Yes if asked to decode the database files.
- Under Game, check if R2TW is selected.
- Under Options, select CA Packs Are Read Only, then choose I'm not afraid, coward!
